Communications and Public Works, the Company will be authorized to 122 increase the number of steamers, of the trips and of the ports of call; but on the understanding that the steamers which are added must fulfil the conditions specified in Art. 4, that is to say, that they are the property of the Company or chartered for at least six months, all of which must be previously proved to the satisfaction of the Department.
Every trip that is not included in the itinerary will be con- sidered as special, and the steamer so making it will have no right to the exemptions granted under the present contract, unless, through having given timely notice to the respective Post Office, she can render a mail service, and also provided that the vessel fulfils all the conditions set
forth in the first part of this article.
Art. 4. The steamers employed by the Company in this service shall be its own property, or chartered for a period of not less than six months, as will be proved with due anticipation to the Department of Communica-
tions and Public Works.
Art. 5.
The correspondence and other mail matter will be received and delivered in the Post Office of the ports in which the steamers call, and will be carried by the Company's steamers to those that appear on its itinerary. The transportation will be furnished without any compensation whatever, and the mail bags will be placed so as to guarantee their safety
and preservation.
The Department of Communications and Public Works will have the right to appoint a Mail Agent, who will be furnished a free passage on the steamers between Mexican ports, with first class cabin and table, so that he may receive, look after and deliver the mail bags.
The Company will receive the mail bags until the time the steamer starts. In Mexican territorial waters the crew of the steamers will not be allowed to receive any correspondence that does not relate to the service of the steamer, and that which may be delivered on the high seas for delivery in Mexican ports shall only be received by the Mail Agent, or in his absence by the Company's employee who may be charged with
that service.

The steamers of the Company will be cleared inwards and out- wards in the Mexican ports at which they may call, at the time of their
